    Department of Public Safety Web CAD Access Policy   

     

    The Department of Public Safety is firmly committed to protecting access to our CAD and the information dispatched to area EMS, Fire, and Law Enforcement officials.  We believe that all information and communications at DPS, whether verbal, data, written, or video, must be carefully protected and should not be shared with anyone without a legitimate business need to know.  

    The purpose of this Access Control Policy is to establish the principles and standards by which the Department of Public Safety will provide access to CAD, ensure security, protect sensitive data, CLEAN/JNET and comply with relevant regulations. 

    This Policy pertains to Police, Fire, and EMS agencies that request access to Lancaster County’s WEBCAD system. WEBCAD is a computer system designed to provide private and confidential information to responders, via the internet, who respond to 911 calls and other types of calls within Lancaster County. 

     

     

    1. Law Enforcement: 
    2. Agency must have an established hierarchy (chain of command) which must be current and provided to the Department of Public Safety.  
    3. Agency must possess a current JNET or CLEAN ORI that is in good standing. 
    4. Must possess either limited or full arrest powers in accordance with the local Magistrate Office and the State of Pennsylvania. 
    5. Request for access must be in writing (official form, email, etc.) from the Department Head or ranking official.   
    6. DPS retains the right to accept or deny any requests, which will be determined on a case-by-case basis. 
    7. Department of Public Safety retains the right to suspend an agency’s access to WEBCAD because of suspected misuse of WEBCAD or the information contained within WEBCAD.

     

    **WEBCAD** will only be accessed by agency owned devices. Personal devices – cell phones, tablets, laptops, PC’s are not permitted to access WebCAD data. Per CLEAN/JNET regulations, at no time is it permitted to enter CLEAN/JNET data into CAD incidents by copy paste or by a LEO request.  

     

    1. Fire and EMS: 
    2. Individuals must be an active member of a Fire or EMS Agency that has first due territory in Lancaster County. 
    1. Agency must have an established hierarchy (chain of command) which must be current and provided to the Department of Public Safety.  
    2. Request for access must be in writing (official form, email, etc.) from the Department Head or ranking official.   
    3. Department of Public Safety retains the right to accept or deny any requests, which will be determined on a case-by-case basis. 
    4. Department of Public Safety retains the right to suspend an agency’s access to WEBCAD because of suspected misuse of WEBCAD or the information contained within WEBCAD.  

     

    Suspension/Withdrawal of WEBCAD Access  

     

    WEBCAD is a Governmental computer system which may be accessed and used only for official Government business by authorized personnel. Unauthorized access or use of this computer system will subject violators to criminal, civil, and/or administrative action.  

     

    1. Any violation of the above statement will result in a full investigation by the Department of Public Safety Management, and if deemed necessary, the District Attorney’s Office.  
    2. Department of Public Safety Management retains the right to suspend, revoke, or terminate WEBCAD access to any violators based on the results of the investigation.       
    3. The decision to pursue criminal or civil action is on a case-by-case basis and is largely dependent on the results of the investigation by the District Attorney’s Office.  

     

    In the event of an agency's member is retired, Resigns, Placed on Suspension, under Investigation, or Administrative leave it is the duty of that agencies Chief or Interim Chief to notify the Department of Public safety within 48 business hours to have that users Web CAD access suspended until further notice or deleted when the determination is made that the user will no longer require Webcad access. 

    When you submit a request for Webcad, you are consenting to a 2-year audit process. The two-year audit will consist of a complete roster check in your organization of how many members are accessing Webcad. 

     

    **WARNING**
